The goal of the program is to improve the quality of rental housing for tenants, as well as improve substandard housing stock in the inner city. The program encourages owners of substandard properties to make improvements to their rental properties. The program issues grants to owners of rental properties that are located within the city’s rental inspection area. Funding is provided through the CDBG program. 50% of the total amount of the improvements, or a maximum of $10,000, whichever is less, is provided to rental property owners on a matching basis only. Properties must have property maintenance code violations cited by the city, have Housing Quality Standards deficiencies, or include accessibility improvements. Grant requests for accessibility improvements are given the highest priority. Accessibility improvements may include, but are not limited to, installation of ramps, handrails, widening doors, lowering of cabinets and counters, lever style door hardware, accessible bathroom fixtures, retrofitting showers, installing grab bars, accessible thermostats, electrical switches and outlets, and improvements which would allow an individual in a wheelchair to move about the space.
